Flawed Workmanship and Chemical Errors Caused Reflecting Pool Damage, Documents Show

The contractor tasked with refurbishing the Lincoln Memorial Reflecting Pool informed the Trump administration that internal installation mistakes and structural plan deficiencies were the direct cause of the pool's peeling liner, contradicting persistent claims from federal officials that malicious vandalism was to blame, according to records reviewed by The New York Times.

Documents detailing the multi-million-dollar project revealed that Atlantic Industrial Coatings, the firm hired to complete the high-profile capital renovation, acknowledged critical missteps in both the initial design specifications and the on-site execution. These admissions directly counter public statements from President Donald Trump, who has frequently asserted that deliberate acts of destruction led to the landmark's rapid deterioration.

According to the disclosed records, which encompass formal contractor submissions and daily progress logs maintained by the National Park Service across a two-month span, laborers failed to apply sufficient quantities of primer to multiple sections of the pool's surface. This foundational oversight significantly compromised the adhesion of the newly installed liner.

Technical analyses outlined in the documentation further showed that the renovation utilized chemically incompatible materials across the liner's multiple layers. As environmental conditions caused the top protective layer to heat up beyond the thermal tolerance of the base material, the bottom layer began to blister, loosen, and ultimately detach from the concrete floor beneath it.

The structural breakdown followed an expedited construction schedule initiated by the Trump administration, which sought to finish the estimated $14.7 million overhaul in time for national Independence Day celebrations. The rapid timeline was intended to present a polished, modernized appearance for the National Mall landmark ahead of major public gatherings.

Despite the substantial financial investment and expedited timeline, problems arose almost immediately following the project's completion. Within weeks of reopening, the newly applied bright blue coating began sloughing off the pool floor in large sheets, accompanied by an aggressive and unsightly algae bloom that spread throughout the water.

In the wake of the visible failure, federal authorities pointed to outside interference, attributing the degraded state of the pool to intentional sabotage. President Trump repeatedly reiterated this assessment in public remarks, pointing to the peeling liner and discolored water as evidence of criminal mischief rather than engineering and application defects.

The administration's stance led to serious legal consequences for members of the public, including former U.S. Olympic athlete David Hearn. Federal prosecutors initially filed criminal vandalism charges against Hearn and several other individuals, accusing them of actively participating in the destruction of the historic pool's new surface.

However, the legal narrative collapsed in July when the Department of Justice officially moved to dismiss all criminal charges against Hearn. In court proceedings, federal prosecutors formally conceded that the observed damage to the Reflecting Pool's lining stemmed from defective workmanship carried out by the contracted construction crew rather than illegal actions by visitors.

Despite the Justice Department's formal concession, spokespersons for the Department of the Interior continued to insist that vandalism had compromised the integrity of the installation. Representatives for the agency maintained that physical evidence showed long gashes caused by razor blades, as well as instances where individuals reached into the water to manually tear the synthetic coating away from the basin.

Interior Department officials further stated that Atlantic Industrial Coatings is contractually obligated to return to the site and correct all substandard elements of the renovation. The agency asserted that post-project remediations are customary in large-scale public infrastructure initiatives to ensure full compliance with federal standards, including repairing both application errors and alleged surface cuts.

The White House also defended the broader initiative to rehabilitate the National Mall. White House spokeswoman Taylor Rogers characterized the project as a critical component of President Trump's broader objective to enhance the aesthetic and functional quality of the capital city for the American public.

Rogers emphasized that prior to the comprehensive overhaul, the Lincoln Memorial Reflecting Pool had suffered from prolonged municipal neglect, structural water loss totaling millions of gallons annually, and recurring severe algae infestations. White House officials maintained that addressing these long-standing operational failures represented a vital and sensible restoration effort.

Atlantic Industrial Coatings did not immediately respond to formal inquiries regarding its internal project reports, the chemical application failures, or its ongoing obligations to remediate the damaged water basin.
